I am very impressed with the Electric Company on PBS. Just as Sid the Science Kid teaches young children about science, the Electric Company teaches young children about literacy and the creative process. Each episode has a problem the Electric crew must solve. It stresses using the combined talents of your friends to work on a problem together.
They present different phonics concepts and the writers use metacognation to explain ideas like detail, character traits and conflict in a story plot. The show also uses this as a way to teach vocabulary. And, the show is programed like Sesame Street so children as young as two can watch and learn something. The idea of having short segments that teach one idea and then move on to something else is ideal for young children who have short attention spans.
PBS has other children's programing dedicated to expanding vocabulary. Martha Speaks and WordGirl are good examples.
